When Test-and-Learn Meets Reality

Every company says they love a test-and-learn culture, but here’s the uncomfortable reality: Most companies are doing neither!

If you’re a CEO, CMO, Head of Digital, Ecommerce or Digital Marketing Manager tasked with “getting CRO going,” this may sound familiar: You bought an experimentation platform, leadership got excited, ideas flooded in, a few CTA button tests launched… and six months later? Silence.

The experimentation roadmap disappeared.

Velocity dropped.

Results were unclear.

The tool can be partly blamed. But when we worked with hundreds of organisations kickstarting CRO programs, one root cause showed up again and again: Nobody actually owns experimentation.

The CRO Graveyard: When Everyone Owns It

Conversion optimisation isn’t a nice-to-have anymore. According to VWO’s 2026 benchmarking data, average ecommerce conversion rates now sit around 3–3.5%, significantly higher than historical 1–2% benchmarks. Approximately 75% of the leading 500 online retailers use A/B testing platforms. Companies running structured CRO programs have reported ROI exceeding 1,000% from experimentation initiatives. If you are not running A/B testing, you’re falling behind. Experimentation is one of the highest ROI growth investments available, yet many companies stall before maturity.

When a company adopts experimentation but nobody has really had any experience with it, marketing would propose ideas, product team may worry about UX risk, then data team question tracking accuracy and engineering team fear production instability. So teams run the safest tests possible:

  • Button colour

  • Headline tweaks

  • Minor layout changes

Ironically, these kinds of UI tweaks often produce little or no statistically meaningful impact, especially when tests are underpowered, poorly designed or run on low-traffic pages. Large-scale replication then finds many famous “UI wins” disappear when properly rolled out at scale, showing how weak experimentation design leads to misleading conclusions. Momentum fades fast after that.

So… Who Should Own Experimentation?

There are three common models.

1. Product Ownership (Product-Led Companies)

In mature digital organisations, think platform or product-led businesses, experimentation usually sits with Product.

Why? Because growth happens inside the experience itself. Product teams optimise:

  • User journeys

  • Feature adoption

  • Retention

  • Engagement behaviour

Experimentation becomes how the product evolves. This model works best when digital experience is the business.

2. Marketing Ownership (Reality for Most Ecommerce)

For ecommerce, travel, insurance, or lead-gen businesses, growth typically lives in marketing. So experimentation sits with ecommerce managers, digital leads, marketing or growth teams.

Why? Here the goal is clear: Improve funnel conversion. Increase revenue per visitor. Reduce acquisition cost. This model works until marketing tries to experiment alone, sees little impact, gets overwhelmed then puts less priority to experimentation because running paid ads or SEO return much faster revenue growth.

3. The High-Performance Model: Experimentation Centre of Excellence (Recommended)

The companies that scale experimentation adopt a hybrid model. A central team owns methodology. Business teams own ideas. But always include data and tech teams who make things happen. The responsibility matrix looks something like this:

Best-practice CRO or Experimentation teams typically include the following roles:

  • Program owner

  • Data analyst

  • CRO strategist

  • UX/UI designer

  • Experimentation-certified developer

  • QA

The owner might be marketing, product, or ecommerce, depending on revenue drivers, but execution is always cross-functional.

Experimentation Is Strategic, Not Tactical

A real experiment requires more than launching variants. Before testing begins, teams must ask:

  • Do we have accurate, sufficient data to start with?

  • Do we have statistical power?

  • Are audiences comparable?

  • Can lift actually be detected?

  • Can we run personalised experiments? By devices, user groups, or geo-locations for example for higher impact?

Many organisations still deploy changes and call them “tests.” That’s dangerous because a bad test is actually worse than no test. Poor experimentation creates false certainty, and false certainty drives bad strategic decisions. Top-performing organisations don’t just optimise pages. They align the entire business.

Well-run experimentation programs will help:

  • Give finance confidence in marketing investment

  • Provide leadership measurable evidence

  • Reduce opinion-driven decisions

  • Build board-level trust

  • Drive backlog prioritisation and business planning

Many companies assume experimentation belongs to whoever owns conversion KPIs, but experiments impact entire ecosystems, from how the website or product is developed, backend logic, frontend experience, to website performance, revenue reporting, marketing campaigns, search traffic, and many other things involved. Therefore, experimentation should be cross-functional.

Why the Data Team Is Non-Negotiable in Experimentation Program

Data teams do more than analyse results. They safeguard decision quality. Even though modern experimentation platforms embed advanced statistical engines and AI-driven analysis, data teams help ensure that metrics reflect business reality, tests reach significance, bias is removed, and learnings accumulate over time. Without data governance, experimentation becomes opinion theatre with dashboards.

Why Engineering Must Be Deeply Integrated in Experimentation Program

Winning experiments must become permanent experiences. That means engineering owns the final mile. If developers are excluded, rolling out the winning variant may break the site, dependencies may skew experimentation results, and site interactions can invalidate outcomes. Engineering involvement ensures that variants deploy correctly, performance remains stable, and winning ideas scale quickly.

High-velocity experimentation only happens when tech teams are partners, not ticket receivers.

Final Thoughts

Conversion rate optimisation is fundamentally a framework for continuous improvement across acquisition, experience, and retention, not a collection of isolated tests. Tools like VWO or Optimizely help run experiments, but structure determines success. The difference between stalled programs and world-class experimentation isn’t software. It’s operational design.
